Not able to sign up from India

Hey ,
This hack is opened to India too right ?
Tried of signing to yelp account, But not able to sign up , In country options India is not available.

    Is it due to the fact that yelp is not available in India or due to OFAC list issued by US treasury department ? because if its the latter I guess you might have it wrong because last I checked India was not in that list.
